The 32 year old man, named David Gregory, was working on the lorry in the Paddocks area of Ludlow on Monday morning when he became trapped beneath the rear wheels of a refuse lorry.
Reports say the fire service was called to lift the vehicle, but paramedics pronounced the man dead at the scene.
The council's chief executive, Graham Biggs, said “we are all shocked by this appalling tragedy. The district council wishes to express heartfelt condolences to the family, friends and work colleagues of the deceased crew member.”
Biffa is currently investigating the accident and is expecting to conclude this process next week. The company said it is co-operating fully with the police and Health & Safety Executive over the incident.
Biffa said it has an “exemplary safety record in its waste collection and site operations and this has come as a shock to both the staff and management.”
The company also said it will be reviewing its internal health and safety procedures as a matter of policy.
South Shropshire police has confirmed that an inquest into the death was opened yesterday and adjourned until next year.
