CIWM to deliver training for Defra’s upcoming CBD reforms

CIWM is developing a new competence scheme to support the government’s planned overhaul of the waste carrier, broker and dealer (CBD) regime.

The scheme follows Defra’s announcement that the current CBD registration system will be replaced with a new environmental permitting regime for waste controllers and waste transporters as part of wider reforms designed to tackle waste crime.

Subject to legislation being approved, the new permit-based system is expected to come into force in 2027.

Under the reforms, operators will need to demonstrate they are competent to transport waste or make decisions about its management and movement.

To support implementation, CIWM is working with the Environment Agency to develop, deliver and maintain the ‘individual’ route of the new Controllers and Transporters (CaT) Competence Scheme.

The scheme will provide a framework for individuals to demonstrate technical competence under the Environmental Permitting Regulations and is intended to help operators meet the new requirements while raising professional standards, improving accountability and supporting the government’s ambition to reduce waste crime.

The new permitting framework will introduce three permit categories:

  • Waste controller permits
  • Waste transporter permits
  • Combined waste controller-transporter permits

Commenting on the reforms, Dan Cooke said: “Introducing mandatory technical competence for waste controllers and transporters marks a significant step forward for the sector and reflects the growing importance of professional standards, accountability and environmental responsibility across waste management and resource operations.

“Effective regulation depends not only on stronger powers, but also on ensuring operators have clear, credible and proportionate routes to demonstrating competence.

“CIWM’s role is to help ensure the new system supports both regulatory objectives and legitimate operators working hard to deliver compliant, professional services.”

CIWM said the development of the CaT Competence Scheme will play an important role in preparing operators for the transition to the new permitting regime ahead of its planned introduction in 2027.

The institution added that the scheme is intended to provide a practical route for businesses to demonstrate compliance while supporting the government’s ambition to improve standards across the waste sector and reduce waste crime.
