The Carmarthenshire SRS Partnership Project includes the county council and local community groups as partners. The project is funded by European Structural Funds and the Welsh Assembly Government and the funds come from the third round of the Strategic Recycling Scheme, a 15 million initiative.
The SRS fund is managed by Wales Council for Voluntary Action (WCVA) and is a partnership between Wales Council for Voluntary Action (WCVA), Welsh Assembly Government (WAG), Welsh Local Government Association (WLGA), Environment Agency Wales (EAW) and Cylch – Wales Community Recycling Network.

It will allow the composting unit at Nantycaws to be expanded to accept food waste and larger volumes of garden waste, while county civic amenity sites are also being upgraded to collect extra garden material.
The upgrades will allow the council to provide food waste collections for residents in Carmarthenshire, and have the material processed to the standards within UK animal by-product regulations.
Composted materials will then be available for householders to purchase for their gardens.
Legislation
County council environmental policy officer Diane Thomas said: “Recycling food waste has posed a problem because of legislation. This grant will enable the composting facility at Nantycaws to be modified and expanded so that the council can run food waste collections.”
Carmarthenshire is currently recycling or composting more than 20% of household waste from the county's households. From 2009/10, the council must reach a 40% recycling and composting target, with a minimum 15 percentage points of this being composting.

As well as the county council, the Carmarthenshire SRS Partnership Project includes Carmarthenshire Environmental Resources Trust, Foothold, Carmarthenshire Association of Voluntary Services, Cylch, Symud Ymlaen, Sundance Renewables and Carmarthenshire Recycling.
Other beneficiaries of the third round of the Strategic Recycling Scheme included Pembrokeshire, which is expanding kerbside recycling services, Rhondda Cynon Taf's composting and WEEE projects, Merthyr Tydfil's kitchen waste composting scheme and Blaenau Gwent Community Recycling.
