Caerphilly Council to process recycling locally at new depot

Caerphilly County Borough Council (CCBC) has announced plans to develop a new depot and processing facility in Dyffryn Business Park, Ystrad Mynach.

The proposed development, subject to planning permission, is set to replace the Council’s current depot at Tir-y-Berth and will enable dry kerbside recycling to be sorted locally, rather than sent to Material Reclamation Facilities across the UK.

According to the Council, the project will help increase recycling rates, improve operational efficiency and support the delivery of its Waste and Recycling Strategy, with pre-application consultation on the development scheduled for autumn 2025.

Councillor Chris Morgan, Cabinet Member for waste and recycling, said: “We are pleased to announce plans to create our very own recycling depot here within the Caerphilly County Borough.

“This major scheme will transform the way we deliver our recycling service and, subject to planning approval, work will soon commence on creating the new facility at the site.

“We will, of course, keep residents and the local business community fully engaged and updated throughout this work.”

Wales’s recycling ambitions

Plans for the new facility are a key part of the council’s implementation of the Welsh Government’s “blueprint” collections from 2027/28, which was agreed in Cabinet on 23 July 2025.

The blueprint was first published in 2011 and provides a framework for Wales’s 22 local authorities to improve service consistency, save collections cost and increase recycling rates.

The Government currently has statutory targets of recycling a minimum of 64% of waste by 2019/20, and 70% of waste by 2024/25.

Statistics released by the Government showed the recycling rate sitting at 66.7% in 2024 – an increase of 0.7% from the previous year.

Councillor Morgan added: “The introduction of this new site will futureproof Caerphilly’s recycling services, enabling us to roll out our Waste and Recycling Strategy and meet Welsh Government’s recycling targets.”
