Both Read and Parkes joined the current Board in 2019, following changes to CIWM’s governance structures.
In his new role, Read will oversee the institution’s governance and strategic direction.
He said: “It is an honour to step into the role of Chair of the Board of Trustees. CIWM plays a crucial role in supporting our sector through rapid change, and I am excited to work with the Board and our members as we continue to champion green skills and deliver our purpose to move the world beyond waste.”

Iain Gulland has been appointed Chair of the newly established Strategic Advisory Forum for the Circular Economy Institute (CEI).
The forum has been created following changes to the institute’s governance structure, approved by its parent organisation, the CIWM Group.
It will bring together industry experts, technical specialists and sector leaders to provide market intelligence and ensure CEI’s training, accreditation and business recognition programmes reflect professional standards and market demand.
Gulland, former Chief Executive of Zero Waste Scotland, will lead the forum in providing strategic guidance and supporting the institute’s international network of members and recognised businesses.
He said: “I am delighted to have the opportunity to lead the Strategic Advisory Forum at this exciting time for the Institute.
“The circular economy needs to be more than just a theoretical concept – it requires a global network of accredited circular professionals across all business sectors and governments to inspire and broker the transition.”
The forum will report to the CIWM Group Trustee Board and the Circular Economy Institute Board of Directors.
