Councillors warned that they were unwilling to implement the separate collection of biodegradable waste without such a decision.
But they admitted this would mean that the authority would be unlikely to achieve the performance standards set for 2003/04 and 2005/06.
The council called on the government to decide on the definition of acceptable waste for both windrow and in-vessel composting.
It said that all forms of organic waste should be accepted for in-vessel treatment where the scientific evidence suggests that the risks would be low.
