In January of this year GMWDA were awarded 100 million in Private Finance Initiative funds by the Department of Environment Food and Rural Affairs for a waste management contract. It is estimated that the contract may be worth 2.5 billion in total. (see letsrecycle.com story)

The authorities pre qualification questionnaire stage, which offers companies an initial chance to indicate how they would deal with the contract, came to a close on April 29 and officers are currently analysing the responses.
On May 23 the officers will meet with councillors who will be deciding which of the companies that returned to questionnaires will be taken through to the Invitation to Submit Outline Proposals stage. Companies taken through to this stage will be invited to offer more detailed explanations on their plans for the contract.
Tim Date, the GMWDA solicitor who is dealing with the contract, said: “This is a crucial stage of the tendering process when we begin the filtering process. Our current timetable will see us issuing an invite to tender in September which will be returned in January of 2006.”
The authority hopes to select a preferred bidder by April 2006 with a contracted awarded in March 2007 to start in 2008.
Greater Manchester's current disposal contract ends in 2006 and the authority is also looking into plans for interim arrangements.
