The council is now analysing proposals from waste management companies in its pre-tender stage for a contract that also involves neighbouring Mid Devon district council.

The seven-and-a-half year contract will include the provision of collection services for waste, dry recyclables and organic waste from approximately 61,000 households in the semi-rural coastal area of the East Devon district. And, the successful contractor will provide collection services for dry recyclables among 31,000 households in the semi-rural Mid Devon district.
East Devon council is managing the contract procurement process, and expects the new services to begin on April 1, 2006.
At the moment, East Devon collects newspapers, glass, cans and textiles through its kerbside collection schemes. The council achieved a recycling rate of 16% for household waste in 2003/04, missing its 18% government-set target.

Mark Reilly, head of street scene at East Devon, said: “We are aiming to reach a target of 30% by 2010 and that will be one of the aims of this contract. We will possibly be looking for the contractor to begin a plastic collection but nothing is definite at present.”

“There has been a lot of interest in the service,” said Mr Reilly, “more than we expected to get. With the numbers we have so far we would like to be able to select six companies to take through to the tender process which isn't always possible with these contracts.”
East Devon will be issuing invitations to tender at the beginning of May and Mr Reilly said that he hoped to have a contract signed by October this year.
