Biffpack and Wastepack chiefs to join government committee

Two new appointments are to be made from within packaging compliance schemes to the government’s Advisory Committee on Packaging.

Phil Conran of Biffpack and Barry van Danzig of Wastepack are to appointed to the committee shortly by the Department of the Environment, Transport and the Regions and its Scottish equivalent, respectively.

The committee’s work is central to government policy on the regulations and played an important part in 1998 in particular when it carried out a review.

With a further review of the system likely in about 18 months time the involvement of the compliance schemes is a sign that the government recognises the need to involve more than just Valpak who are already represented.

Other changes to the committee could see the retirement of current chairman Sir Peter Parker.

Mr Conran has long advocated changes to the current system to allow companies who send material for recycling to automatically be allowed to receive packaging waste recovery notes (PRNs) for the material.

The DETR is thought to have some sympathy for this view but is yet to work out quite how such a system could operate to ensure that there was a good enough incentive for reprocessors to stay involved in the packaging waste system.
