Leicestershire to consult on food waste recycling  

Leicestershire county council is to discuss plans to introduce a weekly food waste collection, but says this is “subject to confirmation” of funding from government.

Defra previously said voluntary reporting will be explored, but this has now been withdrawn

The council says the plans are to bring it in line with requirements in the Resources and Waste strategy.

A report set to go before cabinet tomorrow, states that the Leicestershire Waste Partnership will implement and promote separate food waste collections to all households, however this is “subject to confirmation of the government’s policy, legislations and provision of funding”.

The council added that this will be “as soon as possible when contracts and circumstances dictate”.

It will also procure anaerobic digestion capacity to treat the collection food waste “in a manner that contributes to effective carbon emissions reduction across the county”.

Currently none of Leicestershire’s districts or boroughs have a food waste collection service, however North West Leicestershire district council is trialling the service with 4,000 households.

Residual waste

To contribute towards the national 65% recycling target by 2035, the council said it will also discuss plans to restrict residual waste capacity to “encourage greater materials separation”.

It is also considering a switch to three-weekly collections.

The Leicestershire Waste Partnership currently collects residual waste fortnightly; however it now plans to move it to a three-weekly service, along with the roll out of a black 140l wheeled bin.

The report also outlines that it would oblige by the Resources and Waste strategy’s proposals to eliminate charges for garden waste collections, as well as introducing separate containers for different recyclable materials.

The council said that this could take shape as a three box service, meaning paper and card would go into one container, glass in another and plastic and cans in another.

Consultation

At the meeting tomorrow, the council will seek Cabinet approval on the plans, and then move forward to a public consultation which is expected to be launched in January.

A final report summarising the outcome of the consultation is expected to be published in summer 2022.
