Ms Twitchen is currently cabinet member for Waste & Recycling and International relations at Essex county council, one of the highest performing recycling counties in England.

Her appointment is as a part-time non-executive member on the Environment Agency board, joining two other new appointees who have expertise in flood control and land use management, Peter Bye and Richard Percy.
Announcing the appointments, environment minister Elliot Morley said: “The Agency plays a central role in protecting and enhancing the environment in England and Wales. The board plays a leading role in determining its direction, inspiring the staff and ensuring that it discharges its statutory duties fully.
He added: “I believe these new appointments will make an excellent contribution to the board's work. Peter Bye has extensive knowledge of flood risk management, Richard Percy of land use management and Kay Twitchen of local government and waste management issues.”
Answerable
The Environment Agency board is comprised of 15 members who oversee the operations of the Agency and are answerable to government ministers.
Sir John Harman, chairman of the Environment Agency, said: “I am delighted to be able to welcome three new members to the team. Peter brings with him a wealth of experience in the field of flooding; Richard will bring an invaluable insight into farming and land management, and Kay has a strong background in recycling and waste management. We look forward to working with Peter, Richard and Kay.”
Well known in the recycling sector, Ms Twitchen is a member of the Environment & Regeneration Executive and Strategy & Finance Committee at the Local Government Association, a non-executive director of the Waste and Resources Action Programme, chair of market development body Remade Essex and President of Assure, the association for the sustainable use of resources in Europe.
Conservative
The Conservative councillor has also been chair of the Anglian Regional Environment Protection Advisory Committee (REPAC) of the Environment Agency, although her new appointment will call for her to step down from this position.
Ms Twitchen will begin her term on April 1, 2004 and will serve between four and seven days a month depending on the portfolio of board activities she agrees with the chairman, Sir John Harman. Remuneration will be between 14,580 and 25,515 each year. The appointment will end on August 31, 2006.
