New digital service launched for local authority pEPR grants

Local authorities can now access information about their packaging Extended Producer Responsibility (pEPR) grant payments through a new digital service.

The Local Authority Payments (LAPs) service has been developed by PackUK on behalf of the four UK nations to provide local authorities with a single platform for accessing and managing information relating to their pEPR grant payments.

Through LAPs, local authorities will be able to access and download notices of assessment, grant determination letters and remittance documents.

Authorities will also be able to review and confirm grant payment details, request changes, raise queries and request support through the service.

The platform will allow local authorities to enrol and manage authorised users within their organisation.

The service does not calculate, process or transmit payments, and PackUK said there are no changes to the way EPR for packaging grant payments are distributed.

The launch follows engagement with local authorities during the development of the service. A group of authorities from across the UK tested LAPs throughout June and July 2026, with feedback highlighting the ease of use of the service and the ability to access grant-related documents in one place.

Accessing the Local Authority Payments service

Chief executive officers (CEOs) of each local authority will be invited to access LAPs on behalf of their organisation.

Once access has been granted to relevant users, authorised users will be able to manage access and view grant-related information through the service.

A head of finance must also be registered to confirm the details used for EPR for packaging grant payments.

Local authorities will also be able to access guidance and support relating to their EPR for packaging grants through LAPs.

The service forms part of PackUK’s wider development of digital systems supporting the EPR for packaging scheme.

The scheme’s first operational year saw PackUK issue over £1.4 billion in payments to local authorities across the UK.

The government has said the funding should be used specifically to improve recycling and waste services.
