Waste management company Cory Environmental Municipal Services has been selected by Cornwall council as the preferred bidder for its collection and cleansing services contract.
The eight year deal is worth 125 million. Cornwall council currently has eight different providers responsible for collecting Cornwalls waste which are operated by the six former district councils.Alongside Cory, existing collections are carried out either in-house or by SITA UK, Serco,Biffa and Enterprise.
With many of these contracts destined to end in March 2012 Cory will take over as the sole provider of waste services to Cornwall on 1 April 2012.
Cory will be responsible for collecting Cornwalls household, commercial and garden waste as well as dry recyclables. It will also be responsible for cleaning streets and beaches on behalf of the council.
Cornwall council said the deal would provide a unified and integrated solution for the whole of Cornwall. The council first indicated that it wanted to introduce a standardised collection service in November 2010 (see letsrecycle.com story).
Council leader Alec Robertson said: By providing a single contract we can harmonise the service standards to provide the same level of service to everyone across Cornwall at the same time as reducing costs for council tax payers.
Service
Cory will continue with the current system of weekly black bag collections but also introduce a standardised fortnightly dry recycling collection service. The exact details of this service have not been decided.
As part of the deal, the company will investigate the costs of providing a separate food waste collection service and the possibility of collecting mixed plastics and tetrapak cartons.
The final decision on whether to proceed with these possible new schemes will be made at a later date.
Decision
Cornwall council made the decision to appoint Cory as preferred bidder after a 17 month procurement process during which time the council, including the Waste Development Advisory board, surveyed members of the public on a range of possible options.
The bidders were assessed using a set of pre-determined criteria concerning both quality and price.
Cory currently provides collection and cleansing services in the former Carrick district council area of Cornwall and has won the cleanest city award twice in a row for Truro.
The company has recently unveiled plans to develop a 35,000 tonne-a-year capacity materials recycling facility in Cornwall as part of a commercial and industrial waste-focused project (see letsrecycle.com story).
