Inspectors awarded the service two stars, out of a possible three.
The council serves 103,100 residents and spent 1.96 million in 2001/02, on refuse collection, recycling, street cleansing and public conveniences. The services are primarily delivered by the council-owned Carlisle Works.
Inspectors found that the services are highly regarded by customers, particularly refuse collection, which it noted was provided at very low cost.
Streets were free of litter, the recycling and composting performance was good and kerbside recycling is being developed, they said.
But the inspectors said that waste minimisation and awareness raising activity lacks structure and the level of waste produced by each household is high.
There was also uncertainty over the source of funding for Carlisle’s planned recycling programme.
