Hazardous waste movements require the use of hazardous waste consignment notes only and the statement has been issued because of the special circumstances surrounding hazardous waste and the fact that the SIC codes are not currently a specific requirement, as explained in the regulatory position statement.
Non-hazardous waste movements require the use of waste transfer notes only and do require the use of SIC codes.
An SIC code is an indicator of what type of industry the producer of the waste is categorised in and can be seen as similar to a postcode to show where a company is based. Use of the updated 2007 SIC codes rather than those for 2003 is required for waste transfer notes for non-hazardous waste as of September 28 2011.

The Regulatory Position Statement says that the Agencys customers use SIC from the 2003 publication of codes and those from the 2007 publication of codes.
The statement continues: The Hazardous Waste Regulations (HWR) require the 2003 codes to be used and then notes that the position [given in the statement] provides a relaxation to the use of the SIC codes on a hazardous waste consignment note.
The Agency states: We will not pursue breaches of the requirement to include the SIC code on a hazardous waste consignment note. (The HWR require that the SIC from the 2003 publication are included in Part B of a consignment note).
“We will also not pursue any corrections of the SIC code if, for example, the 2007 publication of the SIC is provided on a consignment note.
