The three advisory groups, alongside the Scheme Administrator Steering Group, will provide expert insight to help refine pEPR’s processes, guidance and implementation.
Each group is set to meet quarterly.
Earlier this year, PackUK issued a call for expressions of interest to join the advisory groups, with applications closing on 24 March 2025.
Advisory groups
The Recyclability Assessment Methodology Technical Advisory Committee (RAM TAC) will advise on packaging sustainability and the development of the recyclability assessment methodology (RAM).
This includes ensuring that guidance reflects recyclability alongside other relevant assessment criteria.
The committee will also review technical queries on packaging materials and report its conclusions to PackUK.
The Efficiency and Effectiveness Technical Advisory Committee (E&E TAC) will act as an independent forum for sharing insights and recommendations on best practice in local authority and waste management operations across the UK.
Meanwhile, the Communications and Behaviour Change Advisory Group (CBCAG) will guide the creation of communications and strategies to encourage public participation in recycling.
While none of the three bodies are decision-making entities, PackUK says their members bring a “diverse and valuable range of operational and policy expertise” to strengthen the scheme’s implementation.
What is PackUK?
PackUK was formally launched on 21 January 2025 as the official scheme administrator for pEPR.
It is tasked with setting the scheme’s fees, collecting them from obligated producers and making payments to local authorities.
According to Defra, pEPR fees are expected to raise over £1 billion annually to support household waste collection and disposal services.
