The scheme administrator also confirmed the chairs for its three technical advisory groups supporting the rollout of the UK’s packaging Extended Producer Responsibility (pEPR) scheme.

Scheme Administrator Steering Group
The voluntary Scheme Administrator Steering Group brings together representatives from the four UK nations’ governments, local authorities, and sectors directly affected by pEPR.
PackUK said the group will act as a “critical friend” to the Scheme Administrator Executive Committee (SA ExCo), providing recommendations to support the delivery of pEPR’s environmental objectives while contributing to economic growth.
The SASG will sit alongside three specialist advisory groups – the Recyclability Assessment Methodology Technical Advisory Committee (RAM TAC), the Efficiency and Effectiveness Technical Advisory Committee (E&E TAC), and the Communications and Behaviour Change Advisory Group (CBCAG).
Together, the four groups will provide expert insight to help refine pEPR processes, guidance and implementation.
Each group is expected to meet on a quarterly basis.
Steering group membership
The newly announced steering group is chaired by Sebastian Munden, with James Bull appointed as deputy chair.
Members representing producer organisations and trade associations are Alison Bramfitt, Cat Hay, Gareth Callan, James Bull, John Ryan, Kevin Laughton, Paul Vanston and Steve Carpenter.
Compliance schemes are represented by Robbie Staniforth, while waste management organisations are represented by Emma Beal and Stuart Hayward-Higham.
Non-government organisations on the group include Claire Shrewsbury and Paula Chin.
Local authority representatives have been appointed from across the four nations, with Andrew Cassells representing Northern Ireland, Craig Mitchell representing Wales, Silke Isbrand representing Scotland, and Steve Palfrey representing England.
Advisory group chairs confirmed
PackUK also used the announcement to congratulate the newly elected chairs of its technical advisory groups.
Emma Wilkinson has been appointed chair of the Recyclability Assessment Methodology Technical Advisory Committee, which provides independent technical advice on packaging sustainability and supports the ongoing development of the RAM.
Cathy Cook will chair the Efficiency and Effectiveness Technical Advisory Committee, which draws on waste management best practice to make recommendations to SA ExCo on supporting local authorities operating in different scenarios.
The Communications and Behaviour Change Advisory Group will be chaired by Paul Vanston.
The group brings together value chain expertise, four-nation representation and behaviour change knowledge to guide communications and behaviour change strategies under pEPR.
