Job purpose

To assist with the development of the Councils’s waste services, with particular emphasis on project management and meeting performance targets and improving the Council’s waste management performance.

To support the work of the waste management team on waste strategies and service development, providing flexible project and operational support as appropriate.

To manage the delivery of key initiatives and projects to increase public awareness and participation in sustainable waste initiatives.

1             To assist in the preparation and implementation of the Council’s Waste Strategy.

2             To research and identify areas of best practice in waste services and take a leading role in delivering projects in pursuit of excellent performance and value for money.

3             To work directly with the waste services management team to help develop and improve the waste services.

4             Assist the management team in the management and control of waste budgets within the service planning framework, including development of annual service plans which contribute to the Council’s Waste Strategy.

5             To plan and implement waste collection services in respect of waste prevention, minimisation, recycling, recovery and disposal of waste.

6             To provide advice and support for other directorates and advise external agencies and individuals seeking to achieve increasingly sustainable waste solutions.

7             To attend community and stakeholder meetings, prepare and present reports, and make presentations relating to waste services to improve performance and outcomes.

8             To maintain an up to date knowledge of waste management, and use best practice, emerging legislation and other external factors to identify and advise on changes to existing services that will bring measurable improvements to performance.

9             Liaise as required with government departments and agencies, such as the Environment Agency, Waste Resources Action Programme and Department of Environment, Food and Rural affairs, Department of Energy and Climate Change, Carbon Trust whilst representing the Council.

10          Assist in seeking external funding to support development of the service and assist in drafting applications for submission.

11          To analyse data and information from a wide variety of sources and to advise the management team in respect of service provision accordingly.

12           To assist with the management and operation of the static recycling centres, liaising with operators and contractors as appropriate.

13           To support the waste teams in planning the deployment and activity of the Waste Advisors, with a particular focus on citizen information & advice, tackling contamination, enforcement activity, micro-beat activity.

14          To positively promote waste minimisation and recycling by regular liaison with community groups, media, schools, local environment groups, other associated bodies and local authorities.  It is anticipated that this work will involve group lectures, talks, presentations and the arrangement of promotional displays, in association with the Council’s Communications Team. Ensure the legal, statutory and other relevant provisions affecting the department and service are strictly observed, particularly in the context of a Waste Collection Authority.

15          To collaborate and share knowledge with colleagues across Neighbourhood Operations and wider neighbourhood teams and undertake a coordinated and flexible role as necessary to meet the objectives of the wider service areas.
