If you’re really looking to make a big difference to the recycling services in Wales then this should interest you. We are looking to appoint two new members of our Recycling & Collections Advisory teams with the opportunity to influence and enhance these services on a national scale.

We are looking to appoint two Recycling & Collections Advisors (levels of seniority according to experience), who will plan, manage and execute a portfolio of projects to provide advice and support to local authorities to help them achieve strategic and service objectives in pursuance of the targets of Welsh Government strategy. Working closely with local authorities you’ll inform the design and delivery of recycling and waste collection services, and to manage and contribute to projects which research and define good practice.

You’ll provide advice directly to local authorities on strategic approaches to, and technical aspects of, collection and recycling service options, HWRC sites, and efficiency improvements, including performance and financial modelling and data analysis work, utilising WRAP tools where appropriate.  On an ongoing basis you’ll cultivate technical expertise in areas relevant to the work of the Programme, keeping abreast of developments in these areas and bring such to the attention of colleagues and partners as required.

We are looking for individuals with good knowledge of the range of collection, recycling and sorting systems in operation in Wales, including the relevant policy and legislative context. You will need to show an understanding of local authority structures and processes, combined with sound project management skills and an ability to balance a complex mix of priorities. You will also be a clear presenter and communicator, with experience of writing clear technical reports and other publications.

Depending on which role you apply for, you’ll need to describe how you meet these job essentials.

  • Good knowledge of the range of collection, recycling and sorting systems in operation and the relevant policy and legislative context in Wales.
  • Experience of managing discrete projects, with good project management skills and an ability to balance a complex mix of priorities
  • Background in a discipline involving a range of research-based and numerical skills (e.g. statistics, market or social research, economics).

 

Essential for the more senior role only, (desirable for all applicants)

  • Experience of overseeing and quality assuring the work of those you don’t directly line manage
  • Strong data modelling and analysis skills with experience of assessing the costs and performance of waste management services and options.

You might be pleased to know that we’re changing our approach to office-based working. Although this role is contractually based at our Cardiff office, in reality you will be able to work from home, with the caveat of coming into the office to collaborate with your teams approximately once per fortnight. You, your manager and your teams will have the freedom to decide when this will need to happen, but when it is agreed it will be important that you do attend the office. There will also be a requirement for you to visit sites/ local authorities throughout Wales.  If you are invited for an interview, this can be discussed in more detail.
